This is the actual interior of the Hall of Heroes (and not just simply going there from the theme park outside). The interior of the Hall of Heroes will pit Booker against the first of the Motorized Patriots. These automata are tough, use Crank Gun (Gatling guns) and are chiefly vulnerable when shot in their gear and cog array on their backs.

Slate will accost Booker and send out some goons to attack you in the Comstock statue room. After the ambush, Slate invites Booker to defeat him in "Peking" (the "Boxer" Rebellion in the 1900s) and "Wounded Knee" (a U.S. Army action in the 1880s). You can go to either one (you trigger another enemy engagement in the rotunda room after each foray).
In the Comstock Statue room where Booker is ambushed by some enemies, enter the workshop where the enemies came from to find this phial stored in the back. A destroyed Cornelius Slate statue will be in this workshop.
WOUNDED KNEE Edit
The Wounded Knee exhibit (the one with the red color scheme) has a Crow waiting for Booker after all the enemies are KIA. Reserve a few blocks of "salt" for the Devil's Kiss firetrap, to which the Crow enemy is vulnerable in order to assist you in this fight.
Note that in the Wounded Knee exhibition hall, there is a workshop room to Booker's left (as opposed to heading right to the story-scripted battle). A piece of gear is inside the workshop room past the double doors.
The Peking exhibit (the one with the icy white color scheme) has a Fireman waiting for Booker after all the enemies are KIA. Reserve a few blocks of "salt" for Bucking Bronco or Murder of Crows to temporarily stun the enemy before you empty four Shotgun shells at point blank range. Don't forget Booker can sprint by clicking L3 (or the left stick on Xbox 360) to quickly close in and deliver the coup de'grace.
In the Peking (Boxer Rebellion) exhibition hall, there is a workshop room to Booker's right (as opposed to heading left to the story-scripted battle). The piece of gear is inside the workshop room past the double doors.
FIRST LADY'S MEMORIAL Edit
After both battles in the exhibition halls are done, fight through the rotunda and go through the First Lady's Memorial exhibit. Don't forget, Booker can head back to the vending machines outside to recharge (although this is not recommended) or to upgrade (this is recommended, provided you have the right tools). Remember you can buy locks if you need them.
In the First Lady's exhibit (the area coded with "Murder of Our Lady"), there is a recorder on an extremely comfy looking chair next to a fake fireplace. The lady's portrait is next to the Extremely Comfy Chair™ - all this is after a hairpin lock is broken by Elizabeth.
